Qualified Allocation Plan: Annual Training & Planning Session

Housing developers and supporters are invited to learn about the latest revisions to the Qualified Allocation Plan, hear from industry insiders on how to avoid the most common tax credit application pitfalls, see the latest innovations in affordable housing design and programming, and contribute to the policy dialogue that will form the basis for next year's QAP.

Carlie Boos, Ohio Housing Finance Agency
Carlie J. Boos, Esq. is the Program and Policy Manager at the Ohio Housing Finance Agency where she develops the Qualified Allocation Plan, oversees the Ohio and National Housing Trust Fund Allocation Plans, and creates other affordable housing tools. Previously, she directed housing and economic recovery programming, including the Neighborhood Initiative Program and Save the Dream Ohio. After graduating from the Ohio State University and Case Western Reserve University School of Law, Ms. Boos practiced as a consumer rights and housing attorney and consulted for The Ohio State University Moritz College of Law's faculty on consumer rights issues.

Regina Clemons, Community Properties of Ohio (CPO)
Ms. Clemons, Director of Resident Services joined Community Properties of Ohio in November of 2016 and is responsible for providing leadership to CPO's resident service division, CPO Impact. She applies her expertise in quality assurance management and fiscal responsive expertise to seek highly-successful and cost-controlled results. Ms. Clemons began her career as a Senior Service Coordinator with the Lucas Metropolitan Housing Authority in Toledo, OH. She brings over 25 years' experience in non-profit management and housing. She is a strong visionary, delivering success through building, leading, and inspiring staff that realizes and increases performance while remaining dedicated to providing comprehensive solutions that satisfies the organization goal.

Amber Seitz, Finance Fund & FCAP
Amber Seitz is the Senior Manager of Development at Finance Fund, a statewide nonprofit community development entity that moves public and private capital into low-income communities to improve the quality of life for people. As Senior Manager of Development, Ms. Seitz is responsible for planning, coordinating, and managing Finance Fund's strategic development program including developing program and non-program resources for the corporation. In addition, she supports the organization's outreach to funders from planning through execution to achieve development goals. Responsibilities include proposal development, identifying potential investors and maintaining relationships through compliance and funding proposals, management and coordination of projects and the oversight of the operations and administrative support for Development. Her 10 years of experience includes leading federal applications including CDFI Fund New Markets Tax Credit, Small Business Administration Community Advantage 7(a) Program, CDFI Fund Financial Assistance and Healthy Food Financing Initiative Financial Assistance programs. Ms. Seitz has been the lead on six successful federal NMTC applications totaling $240 million and five successful Ohio NMTC applications totaling $30.8 million for a total allocation of $270.8 million. In this function, Ms. Seitz has been part of the Development team that has raised over $337 million in capital from both public and private sources. Ms. Seitz graduated from The Ohio State University with a Bachelor of Science Degree in Business Administration with a specialization in Marketing from the Max M. Fisher College of Business.

Andrew Swary, Esq., Finance Fund & FCAP
Andrew Swary is the Executive Vice President, General Counsel of Finance Fund and Finance Fund Capital Corporation (FCAP). A member of the Executive Team, Andrew oversees legal, compliance and other corporate support functions and leads the New Markets Tax Credit Group. Finance Fund is a statewide nonprofit community development entity that moves public and private sources of capital to economically distressed communities to improve the quality of life for people. FCAP, an affiliate of Finance Fund, is a statewide certified nonprofit community development financial institution (CDFI) that provides financing to small businesses operating in low- to moderate-income communities with a focus on healthy foods, community facilities, health and wellness, education and manufacturing. Prior to joining the organizations, Andrew practiced law at Squire Patton Boggs (US) LLP in Columbus where he regularly represented for-profit and non-profit community development entities (including Finance Fund), investors and lenders in a wide variety of complex community development projects in Ohio and across the country. Andrew has structured and closed hundreds of real estate, business and community development projects that utilize federal and Ohio new markets tax credits, historic rehabilitation tax credits and other government sponsored or subsidized programs. Andrew also has extensive experience with real estate finance, commercial lending, equity investments, joint ventures, corporate governance, and real estate acquisitions, dispositions and leasing. Andrew is admitted to practice law in Ohio and New York. He began his legal career as an associate in a large New York law firm, focusing his practice on general corporate matters and representing lenders and financial institutions in connection with asset-based and structured finance transactions. A 2013 graduate of the Duke Leadership Program at Duke University's Fuqua School of Business, Andrew received his law degree in 2002 from The Ohio State University Moritz College of Law, where he was a member of the Journal on Dispute Resolution and participated in the summer study abroad program at Oxford University in England. Andrew attended New York University School of Law during his third year of law school. He graduated magna cum laude from Fordham University in 1999, where he received a bachelor of arts in history, was awarded the Mooney History Award and was elected to Phi Beta Kappa.

Thomas Kibbey, Squire Patton Boggs (US) LLP
Thomas Kibbey focuses his practice on all aspects of real estate, as well as commercial lending and economic development including low-income housing tax credits and new markets tax credits. Tom represents developers, investors, funds and financial institutions in the acquisition, development, financing, sale and disposition of developed and undeveloped real estate. He also represents both lenders and borrowers in senior, mezzanine and subordinated loan transactions. Tom also represents both direct investors and syndicators in low-income housing tax credit and new market tax credit projects, and community development entities awarded new markets tax credits. Prior to rejoining Squire Patton Boggs, Tom worked as US Corporate Counsel for Tim Hortons, Inc., a multinational quick serve restaurant chain. At Tim Hortons, Tom represented the company in all US real estate matters, including leasing, acquisition, due diligence, property management and disposition as well as in other general corporate legal work. Tom is a member of the Columbus, Ohio State and American Bar Associations. His representative experience includes:

• Representing real estate developers in the acquisition and sale of commercial property and developments.
• Representing school districts and municipalities in the acquisition, development and disposition of real estate.
• Representing financial institutions, municipalities and insurance companies as lenders in real estate-backed loan transactions.
• Representing direct investors and syndicators in the acquisition of low-income housing tax credits.
• Representing direct investors and syndicators of new markets tax credits in the acquisition of new markets tax credits.

Katie Hunt Thomas, The Ability Center of Greater Toledo
Katie Hunt Thomas is the Disability Rights Attorney for the Ability Center of Greater Toledo, a Center for Independent Living in northwest Ohio with the mission to assist people with disabilities to live, work, and socialize within a fully accessible community. She received her B.A., magna cum laude, from Xavier University and J.D., cum laude, from the University of Toledo College of Law. She is the author of the Ability Center's, "Olmstead Barriers in Ohio: The Problems Faced by People with Disabilities in Ohio in Achieving Community Integration" and Inclusive Neighborhoods for People with Disabilities under the Americans with Disabilities Act, Fair Housing Act, and Section 504 of the Rehabilitation Act.

Ash Lemons, The Ability Center of Greater Toledo
Ash Lemons is the Director of the Housing Resource Center at the Ability Center of Greater Toledo (ACT) where he leads the Home Accessibility, Nursing Home Transition, Equipment Loan and Advocacy programs. These programs have served thousands of Northwest Ohioans by improving access to community-based living thereby greatly increasing one's freedom, safety and independence. Ash was presented the "Spirit of Democracy" award, by former Ohio Secretary of State Kenneth Blackwell for his work with Election Board access and was awarded the "Innovations — Aging Achievement Award" by the National Association of Area Agencies on Aging, for his work in creating programs that expedite community base living for persons unnecessarily living in institutions. He's served on the Ohio Secretary of State's ADA advisory committee, the Ohio Governor's Council on People with Disabilities and currently serves on the Ohio Developmental Disabilities Council Housing Policy Panel. Ash holds an Aerospace Technology degree from the Community College of the United States Air Force; a Bachelors of Science in Liberal Arts from Excelsior College (SUNY) and has held a Realtors' License as well as an ICC certification as an Accessibility Inspector/Plans Examiner.

Ian Maute, Buckeye Community Hope Foundation
Ian Maute has been with Buckeye Community Hope Foundation (BCHF) since 2013. Mr. Maute has been involved in the development of housing using the LIHTC, and USDA Rural Development and HUD funding programs since 2005. In addition to new construction projects Mr. Maute specializes in the acquisition and rehabilitation of existing affordable housing properties. Prior to joining BCHF Mr. Maute was employed as Vice-President at The Woda Group, Inc. Prior to The Woda Group, Inc., Mr. Maute worked for The Schenk Company, Inc., a Columbus, OH based commercial real estate firm. As Vice President of Development for BCHF, Mr. Maute oversees development activities in Ohio, Indiana, Kentucky, and West Virginia. Mr. Maute serves as the President of the Board of Directors of the Council for Rural Housing and Development of Ohio, is the Vice President of the Ohio Housing Council Board of Trustees, and is on the Board of Directors for the national Council of Affordable and Rural Housing. Mr. Maute received his B.S. (cum laude) in Business Administration from The Ohio State University in 2005, and his MBA from Ohio State's Fisher College of Business in 2012.

Kate Monter Durban, CHN Housing Partners
Kate Monter Durban joined CHN Housing Partners (formerly the Cleveland Housing Network) in 1990, and currently serves as assistant director. Ms. Monter Durban oversees communications and public relations, fund raising, public policy, and CHN's community resources programming. In addition, Ms. Monter Durban is a leader in the Housing First initiative, a collaborative that is using the evidenced based Permanent Supportive Housing model to end chronic homelessness in Cuyahoga County. Founded in 1981, CHN is a large-scale affordable housing developer and housing service provider that works with its partners to solve major housing challenges for low-income people and underserved communities. CHN partners with utility companies, financial institutions and public agencies to manage and deliver large-scale housing resources. CHN also partners with people – low-income individuals, families, seniors, the disabled and the homeless – to improve their housing stability. CHN's impact in Cleveland includes 2,500 new homeowners, the housing stability services it provides annually to 30,000 individuals, and the development of 6,000 new homes. Ms. Monter Durban received a bachelor's degree in business administration from Ohio State University, and in 1981 began her work in community development as a community organizer in the Slavic Village neighborhood of Cleveland. She currently serves on the Board of Trustees of the national Housing Partnership Network, the statewide Coalition on Homelessness and Housing in Ohio, and the City of Cleveland's Housing Advisory Board. Ms. Monter Durban is married to Ray Durban, a mathematics teacher at Shaker Heights High School. Together they have raised three remarkable children in one of Cleveland's great neighborhoods near the shores of Lake Erie.

David Thompson, Model Group, Inc.
David Thompson joined the Model Group in 2005, and has held the positions of Project Manager, Development Manager, Director of Development, and Vice President of Affordable Housing. In his current position, Mr. Thompson serves as the point person for Model Property Development's affordable housing development efforts in Ohio, Kentucky, and Indiana as well as the overseeing Model's project managers on all LIHTC deals. Mr. Thompson has a passion for socially responsible business practices with a particular focus on urban neighborhood revitalization and sustainability issues. In his time at Model Group, Mr. Thompson has been responsible for closing over $300 million in LIHTC developments and producing or preserving over 2000 residential units. As the former National Program Director of Mission Year, a non-profit urban service and community development organization, Mr. Thompson brings invaluable expertise to Housing Credit deals in which Model Group partners with neighborhood agencies. Mr. Thompson holds a Bachelor of Science degree in Business Systems from Taylor University, a Master's degree in religion from Westminster Theological Seminary, an MBA from the University of Cincinnati, and is a LEED AP. Mr. Thompson lives in Norwood, Ohio with his wife and two children.

Joseph (Joe) M. McCabe, Woda Cooper Companies, Inc.
Joseph M. McCabe is Vice President of Development for Woda Cooper Companies, Inc. and has over a decade of experience in real estate development. Prior to joining Woda, Mr. McCabe was employed with The NRP Group. He supervised and completed a variety of multi-family, senior, independent living and scattered-site affordable and market rate housing development initiatives throughout Ohio, Pennsylvania and North Carolina. Mr. McCabe also served as the director of construction for The Hamister Group, Inc., a 'top-20' hotel, assisted living and senior housing developer. He served as chief representative for all new development projects while managing an annual capital improvement program for existing properties across five states and two countries. While at Cleveland, Ohio based architecture firm, KA, Inc. Mr. McCabe gained a solid footing in large-scale mixed-use and retail center development. Overseeing all aspects of the design and construction process for various commercial development corporations in thirteen states, he served a 'who's who' of retail developers including Forest City Enterprises, Simon Property Group, General Growth Properties, CBL & Associates Properties and The Richard E. Jacobs Group. Mr. McCabe attended the State University of New York at Buffalo where he obtained his Bachelor of Professional Studies, Master of Architecture, and Certificate of Universal Design.
