Hear how Ohio's cities intend to approach this opportunity, which existing strategies will inform their plans, and how housing developers can engage in the community development process.
Carlie Boos, Ohio Housing Finance Agency
Carlie J. Boos, Esq. is the Program and Policy Manager at the Ohio Housing Finance Agency where she develops the Qualified Allocation Plan, oversees the Ohio and National Housing Trust Fund Allocation Plans, and creates other affordable housing tools. Previously, she directed housing and economic recovery programming, including the Neighborhood Initiative Program and Save the Dream Ohio. After graduating from the Ohio State University and Case Western Reserve University School of Law, Ms. Boos practiced as a consumer rights and housing attorney and consulted for The Ohio State University Moritz College of Law's faculty on consumer rights issues.
Tania Menesse, City of Cleveland
Tania Menesse is the Director of Community Development for the City of Cleveland. The Department of Community Development is responsible for the city's housing and neighborhood commercial redevelopment programs and the city's efforts to develop neighborhood strategies. The Director also manages the Office of Fair Housing and Consumer Affairs which enforces Cleveland's Consumer Protection Code and fosters relationships with the lending community. Prior to joining the City of Cleveland, Menesse was the Director of Economic Development for the City of Shaker Heights. The primary objective of her role was to generate a commercial revenue base for the City by attracting, retaining and facilitating the expansion of businesses that contributed to Shaker's distinctive character. Menesse developed the City's economic development plan and led the development of The Van Aken District, Shaker Heights' downtown. Ten years of experience in sales, product development, project management and process re-engineering in the private sector provided a foundation for Menesse's neighborhood economic development efforts. She made the transition to the public and non-profit sector by completing her Master's Degree in Urban Studies with a concentration in Economic Development at Cleveland State University's Levin College of Urban Affairs.
Rita R. Parise, City of Columbus
Rita R. Parise has been the Housing Administrator for the City of Columbus since 2007. She oversees housing programs funded by HOME, CDBG, NSP and City resources that provide development opportunities for rental and homeownership as well as funding for homeowner rehabilitation. Ms. Parise has a Bachelor of Science Degree in Accounting from Wheeling Jesuit University and a Juris Doctor Degree from The Ohio State University Moritz College of Law. She is licensed as an Attorney and Certified Public Accountant in the State of Ohio.
Roy Hackworth, City of Cincinnati Department of Community and Economic Development (DCED)
Roy J. Hackworth joined the City of Cincinnati in 2002 where he would eventually hold the title as a development analyst before being promoted to a senior and later to a manager in the City of Cincinnati's Department of Community and Economic Development (DCED). As graduate of the University of Cincinnati's School of Design Art Architecture and Planning, his thesis studied the effects of urban/suburban sprawl on the loss of farm land in Ohio. The conversation has now shifted to urban renaissance, the loss of affordable housing, and gentrification. In DCED, as the Housing Division Manager he oversees all housing programs and projects with much of the emphasis on programs that assist our most vulnerable citizens and projects that expand and preserve affordability through public and private collaboration. He has experience in project management, project financing, and the administration of federal funding sources.
Julie DeGraaf, McCormack Baron Salazar Inc.
Julie DeGraaf Velázquez is a Managing Director of Development with McCormack Baron Salazar and has a wide-range of experience in diverse community redevelopment projects, ranging from large-scale Choice Neighborhoods Initiative and HOPE VI-supported mixed-income, mixed-finance residential developments to impactful, mixed-use projects developed in partnership with community non-profits. Julie coordinates with finance, design, construction and legal team members, external partners, and community stakeholders, and works to leverage public, private and philanthropic resources to bring transformative projects to fruition. Julie joined MBS as a Center for Urban Redevelopment Excellence Fellow in 2004 and previously worked in community development in Chicago for five years after receiving her Master of Urban Planning and Policy from the University of Illinois at Chicago.
